It's Lupercalia from Divine Temptations by Elias of Venus

"It's Lupercalia" is indeed about the ancient Roman festival held on February 15th each year to purify the city and promote health and fertility. The festival usually started with an animal sacrifice, most of the time - a goat, then there was a feast held, and after, priests ran from Palatine Hill to the Roman Forum, whipping people with strips of animal hide.
The festival of Lupercalia was created to honour the she-wolf and the Roman fertility god Lupercus. The festival was raucous, sometimes violent, and highly sexual.
